Anyone can make changes to the way the desktop looks. All you need to do is hack the explorer.exe file and change the settings. It�s a binary, so it�s easy to unpack and edit. Just copy and rename it, open and edit the copy, save it with the new name. Then go to the registry and change the key to reflect the new file name.
