Maybe, I think the manual claims so. But I cannot remember any successful tests on that, would be hard to observe I guess. My settings are always psychotic/bloodthirsty and environmental resistance at 81%... without any severe mood problems, it is easy to keep the pop jubilant, so if there is a modification this should be just marginal.
