These answers are correct. In the interest of not starting new threads when we have so amply dealt with such topics already, it might be a good idea in the future to simply search this forum for information on Ring or Sphere world contruction, or whatever else you are looking for, before posting your questions. This way we keep these answers centralized - making it easier to use the forum as an unofficial compendium of player knowledge.

This said, let me give you an example of the time commitment necessary to build a Ringworld. 11 ships each with a Spaceyard III component, will take 5.4 years in total to build the 11 stabases housing the needed components (assuming no racial bonuses). The starbase containing the Ringworld Generator will take the full 5.4 years while the Starbases containing the cables and gravity plating take 2.9 years... so you can conceivably plan out something of a production line if you have several target stars.

While on the subject, I suggest a modification to the Sphereworld placement rules. It would be cool if you could not build a sphereworld in system with friendly colonies (as it should theoretically cut off most of the solar energy to the other planets). This would be more realistic imo, plus systems with stars, but no other real estate would suddenly become more valuable (with Stellar manipulation this list would include BH systems, nebulae systems, etc.)
