I am just curious what an is in the additional damage on mental blast, besides magic resistance?

Er - one point damage that ignores armor, but is negated by magic resistance. Not sure if that's what you just wrote.

that would be strait up pointless , everything has atleast mr 1

No - MR acts pretty much like defense vs attack, or protection vs damage. If something has the normal MR of 10, there's roughly a 50% chance of the damage going through. Higher MR values give less likelihood of penetrating, lower give greater.

With spells, higher skill in the spell's magic path aids in penetrating, as do a fair number of magic items.
