Hmm, Atrocities forgot the part where he devirgintizes all of the World's Virgin Woman And his publishing of his "exploits". Sorta like Mao.

How would I rule, Well I would start by making myself the "Grand Nagus". Then outlawing all Female Cloth's. Except during winter. Followed by the "barefoot and pregnant" law.
