They will be copyright SSI and/or the original authors.
In any case, the original game has been changed so much, that you would be better using such as a reference (like referring to a book), and you would have to completely re-write the thing 100% from scratch. New map format, save game format, ability to have different map sizes, new terrain features like 15 levels of hill, Germany is no longer OOB zero, we have reinforcements and auxiliaries and the weapons data for the individual units have changed etc etc.
Same would go for campaigns, the format is completely different. The SSI campaigns were hard coded add-ons IIRC. WinSPWW2 ones can have branching for example.
Your best bet would be to just use these as a reference guide for your own scenario work rather than making any attempt to port the actual data of the originals. Maybe mention the originals in the text file, like you would a book, or website.
