I think basic refers to magic sites and not to moding. It means that you can mod dead lake and other basic magic sites.

I'm not sure what JK did, but I think it means you can add new sites with gem incomes and special units. The gem part is not important, but we though that the possibility to add home sites with special units is rather important for modders.

apparently "basic modding" for IW now means "we made a blank you can fill" which is great for things like nations and sites.
