10% more taxes from the provinces the pretender is in will have the same effect.

And pretenders which like turmoil shouldn't spread order. So order would get out on top again.

As for AI the most effective work around to this problem so far is to simply use an American instead, they tend to put up a bit more of a fight than your average Artificial Idiot.
