It is not only about them not offering treaties. Whe i send them a treaty proposal, I never revcéive any reaction. The do not even refuse, there just is no reaction at all.

I always get a reaction. Unless you have the Comms tab on the log showing, it's easy to miss though.

I have seen both behaviors. Sometimes a race refuses the treaty and other times there is no response at all. Seems to be empire dependent in my experience. So far if an empire responds once it tends to always respond and likewise if it starts off not responding then it never does, at least in the game I'm playing. Maybe there is a hidden racial trait for rudeness
