Most of the expensive EA commanders are. Triton kings aren't THAT good, though. Their inability to get to land is also a severe limitation. That's why they are so cheap. Just for fun, I could go through all the EA nations and post the expensive commanders. 400 gold and up?

Marverni Druids are 380 gp but Boron posted them earlier. Witch Kings of Sauromatia are warriors and sorcerers, but just 300 gp. Still, I quess someone can transform them into thugs.
