I've seen a squad with javelins who had the order to fire going melee without throwing anything in my last game. Your horn blower story makes me understand the probable origin of this behavior : when one is wounded and can't shoot (lost two arms or something like that), all go to melee range instead of just him. It's probably a bug.

I have not used slingers (why does anyone?), but my Konoha Tengus' with Fire & Flee orders reliably attack after they use their one shot of lightning.

Slingers are actually semigood in early age since pretty much everybody has sucky armor.

Slingers work with Pythium (middle age). Te orders "fire closest" or "fire archers" work fine. The Pythium Standard bearer seems not to lure the slingers into melee fighting like the marverni horn blower.
