Look for a thread here. As for installing it, there are instructions in the readme.txt but basically you unzip the files to the Space Empires IV (or whatever your main directory is) using the "use folders option" in winzip. This will automatically put all of the files into the correct subdirectories and setup the game to use the "TDM-ModPack" to play the game. Then you just add the races you want in your game and make sure to place them under computer control using the "Edit Button" when setting up the game.
