Yep, it's definately a bug - I've seen Arco entries in the HoF in games that Arco wasn't even in.

Sometimes with the same name as my own pretender, sometimes not.

Same experience here. There is a bug that puts Arco guys in the HOF, even if that nation is not in the game.

Strange things like this may happen when you create a game on the same map as the last created game (and/or with the same name). I'm 99% sure the HoF heroes don't even exist in the current game.
