Thought I had mentioned it was win98. It's easy to script in *nix, but I'm not particularly interested in reinstalling the OS on my server computer after six years of no trouble with it.
Easy enough in Linux/Unix, even without Perl. You could just setup a shell script in your choice of shell, invoke mail/pine/elm/etc for each player sending the appropriate turn file.
