Or don't send him into enemy territory unless/until you think he can take an army.

I do think it's screwy that he'd unstealth - commanders are getting teleported to an arena from all over the world, aquatic commanders can walk on ground and breath air, and yet a stealthy commander has to come out in the open and wave to enemy armies?
