My ftrs have full ordinance and supplies. The strategy and tactics and formations are all set properly. And I am at war with this faction. Strategic and tactical, both refuse to fire.

So what entirely different problem alltogether mught I have overlooked. Remember, I'm not intimately familiar with this game yet, so it may be something stupid I've done or missed.
