Yeah, the fleet thingee is messing up my ordinance loadout mb. But it has nothing to do with why my ships and ftrs sometimes dont fire at enemy ships. Here is an old save with the .92 balance mod. I think in this one I have missile ships that dont fire at an enemy planet.
