I've searched the manual and can't find any reference to these "family and friends" you mention. Are they summonable, nation-specific, or what?
Or are they in 3.02, and coming out soon?

They are an unluck event which balances a luck event.
Such as; a luck event which gives you large amounts of gold will often be followed by the appearance of "family and friends" that you didnt even know were nearby.

Before putting in 3.04..
if you have had troubles getting the new manuals then you might want to delete or move or rename the old one before doing the patch. Just in case that was a problem on your machine. Plus, then you can verify that there have been some changes.

besides rushing to check out the new nation be SURE to take time and check out the new map. Some very nice blendings between the image (the .tga) and the province effects (.map)
