OK, if i were you i would focus on raiding ulms lightly/undefended provinces and setting taxes to 200% to cause unrest and get you some income. Secondly i would take your research off enchantment and aim for conjuration8 evocation 9(in the order conj6, evo7, conj7, evo9, conj8).
This will let you get monster fish, asp turtles and water queens(and earth kings if you teleport your pretender above ground) and will give you access to magma eruption, acid storm, ice strike, murdering winter, maelstrum and eventually niefel flames(although ulms cold resistance will reduce the effectiveness of murdering winter and niefel flames, making magma equption and ice strike attractive).

If i was you I would also make some thug basalt kings, they can buff with quickness, prot, reinvig and fireshield and have full slots
I would probably give them lucky pendant, robe of shadows, ring of regen, charcoal shield(fireshield cast by them is weak), sword of swiftness, boots of the messenger and a blacksteel helm. Script them with invunerability, summon earthpower, quickness, attack X, they would be lucky, ethereal, regenerating, untiring, fear causing, high prot, fast, 4 attack per turn kings
