In all of our games, the power toolkit is just the Scenario Builder running in a special "mode" (which is why you don't see a separate executable for it.) Go to the Programs menu from the Start menu in Windows. In the AATF shortcut folder, you will see a shortcut for the power toolkit. Enjoy
