Nothing as easy as that (I hope):

- You're using a router to connect to the internet?

- I guess the answer is 'yes' because you machines IP starts with "192." which is reserved for Local Area Network(s) (LAN). You router translates this IP into the external (Internet)IP-Adress which is given to you by your Internet Provider.

- Normally, those "testing tools" on the web should have no problem to determine your external IP. If you get ever-changing results, its most likely the case that your is IP ever-changing. This happens if your connection is dropped and re-dialed. You should check how your router is configured: Does it drop the connection after X minutes of inactivity?
If you have a real flat rate, or pay per traffic, you might set the router to hold the connection indefinitly. (If you pay for traffic, don't forget to disconnect/turn off the router if you're not online for a significant time - it does generate some traffic by itself, though this should be negligible. In theory....)

- Ok, after we've made sure you don't have an ever-changing internet house number, now we have to look after making your Dominions-Server available to the internet - if you want to host yourself.
In that case, you have to configure your router to forward the port the server is offering his service to the internet. Info on how to do that should be in your routers manual.
I would recommend to start Dominions in server mode via a seperate start menue entry, using the following command line switches (replace WXYZ by your chosen port number, which should be >1024):
dom3.exe -fsmw --res 800 600 --tcpserver --port WXYZ --quickhost --noclientstart

As for AI the most effective work around to this problem so far is to simply use an American instead, they tend to put up a bit more of a fight than your average Artificial Idiot.
