I think a nessasary piece of information is that all treaties contain at least part of an implicit peace treaty.

Narf did you ***-u-me (  ) that there had to be? Never had an empty treaty offer from the AI yet? Or did that problem get fixed?

You can always sign a treaty that prevents the use of biological weapons, but still have at each other like rabid wombats using regular guns.

You see I like that kind of thinking SJ. Bio weapons leave all those rotten bodies which makes the place really stink! So N-A-S-T-Y!  However if you nuke 'em there's no stink, it clears out all them ugly buildings they put up. And best of all it leaves a nice glow! And I know we all enjoy the after glow when we are done with our [i]business[/b].
