I think this is an actual bug in the game, rather than a problem with the description. Ritual of Rebirth dates back from Doms1 where the hall of fame was fixed at 10 entries. In Doms2 the spell still only considered the top 10 hall of famers even if the HoF was set at some larger number: presumably this is hardcoded into the spell somewhere, and no-one got round to changing it to take variable HoF sizes into account.
I haven't tried it myself, but from what you're saying the bug still seems to be present in doms3... Not that it's an especially severe one.
