It's a bit different if somebody has been around for a long time and contributed a lot and then for some reason lost it (e.g. a fire or kids accidentally destroying things or moving). Then I generally would take them at their word, but new people who claim losing it right off the bat? They can sod off.

Losing stuff is easy. I don't have my manual at the moment, forgot to take it back with me the last time I visited my mother. I just hope I'll find it the next time I'm there.
Someone might ask if it was entirely necessary to carry it with me on that trip though...

It seems like you can't build forts in every region/province on the map. Do you have to build or research something before you can do that?

you can build a fort anywhere other than underwater(and even there if your a water nation) unless you lack gold afaik.

A fort can be created from a spell underwater.

Just as a follow up on freespawn - they are, in fact, pretty good in areas where you have temples and fortresses. Temples alone will, I believe, upgrade a chunk of your Ermor freespawn to Longdead Horsemen (who are exceptionally useful with a Hold/Attack Rear approach while your crapspawn hold the enemy line in place) and Rl'yeh to Void beasts of various stripes. I'm not sure what Forts do for Rl'yeh, but they upgrade much of your Ermorian freespawn into Roman Legion style warriors (decent armor, tower shields + javelin with either short sword or spear) and in combination with temples give you some sacred undead horsemen.
