This sort of thing has been intermittent. In the past, a few causes have been identified (including queue usage) and in theory corrected, but it still seems to pop up from time to time.
Are there any other circumstances going on like retrofits?

It's a brand new game of the SFTC-Lite so the only thing going on is regular ship building for expansion. The same thing the other 5 empires are doing. Out of the 6 only the one is having this issue and only the one resource.

I can add that I believe I have seen this, also without being able to capture hard data. Didn't someone post something about this sort of thing a month or 2 ago? I seem to remember Q posting something about losing resources.

No retrofits or anything non-standard. Only things going on is lots of construction, ship moves, research & Intel. I'll see how the next turn goes and post the results.

The numbers in the resource screen don't seem to make sense. If you have a positive net resource value (production minus expenses is positive), then you'd expect the resources stored in the treasury to increase the next turn by the amount of the net resources you got this turn. But for some reason it doesn't work that way. The amount in the treasury only increases a little bit, by much less than the net resources you're supposed to gain that turn. That's the NET resources, so it's already after all your construction and maintenance expenses. The numbers used to work in SEIV but SEV is weird.

That seems to correspond with the last turn run. The previous turn indicated that Rads would increase by 80K, but only increased 30K. I confirmed no retro-fits, battles, events, etc.
Strange.

I've got a couple save games that show that. One turn I'm running 14,000 positive radioactives, 140,000 in the bank. The next turn I have ZERO radioactives, but still a positive flow. Next turn? Still zero. Turn after that? Back to 140,000..
