How the HQ rally the units??

It will "attempt" to rally it.

Excuse my stupidity, but the english don't help

so I don't need to press "R" in the HQ unit, only in the unit to be rallied??

The rally key rallies the currently selected unit, but if the HQ (or higher level HQS) are in contact then these may provide the rally.

NB - that can leave the higher level HQ unrallied itself if it has suppression of its own, so it is best to check these elements first, before rallying subordinates.
