Exactly. You cannot form any alliance with the AI in a team mode game. They will hate you and declare war the turn after they meet you. They will normally form partnerships with each other just as fast. In my "Awakening" scenario I used team mode and the AI's partner with all the other AI's except the one's immediately next to them in the quadrant. Must be something about claimed systems.
Team mode doesn't mean that the human players have to form partnerships. You can ally or make war against other humans, whicever you prefer. It just simply affects the AI level of anger towards other players.
