Blockaded planets are able to construct everything as normal. They only lose the resources that they produce. Well, they also grow unhappy, but that takes a bit of time, and isn't really the point here.

just a thought, does your wp that you want to build show in the build que for that planet? If it does, what message does it say in regards to builds on you planet screen? never, or does it give time frame and if so does the time frame change each turn? Have you tried re-designing the wp? possible problem with current wp build for some reason. Try re-designing it and then try and build the new one, see what happens

i have only rarely encountered this (mostly when switching mods and the component #'s don't match) but you can get things (ship sizes, designs) that you have designed but haven't researched. You cannot build these designs (as noted by a 'insufficient technology' in grey) but they can be put in your build queue IIRC. I'm not sure if this is the problem though, it would have to be pretty screwy for this to be it.

Also check that the planet's construction queue isn't on Hold.

Well since the guy quit the game and the host gave me the pw I was able to mess around a bit and I'm convinced it was simply lack of resources. Wether or not it game him a message I'm not sure. Thanks for all the feedback!

If you save your empire during play for use in later games, then you can also save all of your ship designs. If you then start a new game with the saved empire, all of your designs will be pre-loaded. You won't have the tech to make most of them, so they will be greyed out and have the insufficient technology message. Also, none of the greyed-out ships can possibly be put in your build queues. The game simply doesn't allow it to be done.
