It's not really that the AI is stupid, but rather their anger level towards exceeds their maximum amount for accepting a gift. What is their mood towards you?

The one that needs the help is indifferent. And I tried both a very large sum and a very small sum, and a middle sum. All turned down. As do they turn down any new treaty proposals.

It still is stupid, rationnally they should accept more easily gifts from enemies than friends !  |
