I'd go with bug, or 'unpredicted consequence of how the racial creation works, as the tech tree selection isn't updated to include your racial picks'. Perhaps it's there if you first pick the racial tech, finish race creation, save the race, remove the race, reload the race, then edit it?

they used to be able to be selectable IIRC

Nope.

It's a bug, as far as I know.

I've managed to start with organic tech by loading an empire saved from a game after it was researched. It may have been a bit of a fluke though coz I had trouble doing it last time I tried.
