this sounds like a cool scenario, i think if you could find a way, i have been trying to... and got this from Imperator Fyron in another post

Obviously there would be no starting message i think. I will test this asap (when PBW is Online again). The scenario idea allows super cusomizaiton. Even with an ancient race that is actually long dead (no planets) but has ships all over that can be captured (AI will not do anything once it has lost all planets). And as a scenario all the humans could be made to start near 'Sol' to simulate the real movement. I would like to help you with this but am kinda busy with finals (next week...ahhhhh)

I know. I have finals too. I also agree with another post that asked Malfador to include a thing like Civ2's 'cheat' menu. Though it would allow people to cheat easier, it would be invaluable in creating scenarios. I also think it would be very easy to include an option in the map editor where you could have a message before a scenario starts, sort of setting the scene.

If you do the scenario on PBW, just put the description in the description page on PBW. If it isn't on PBW, here's and idea:
On the Last turn before the starting date of the scenario, have one of the races send a general message to all the other races (or at least the ones that are viable for humans to play) that contains the description for the scenario. That way, the player's would receive a message on the first turn of playing the scenario, and you'd have your intro screen.

No need for the polical message thing- you can have text pop up at specific times with scenerios. Check out the scenerios posted- or SE4's tutorial- for how.

BTW, I also just thought of a facility idea. I know that there aren't many new ones, so here goes: Large City. When built on a planet, it adds to the amount of possible population, while helping to increase the reproduction rate by 5 percent.

Actually i saw several cool ones, notably 'system capital' in either Ed adn Lee's mod or the D-mod or maybe Ultimate, can't quite remember. But there are several nice ones out there, this sounds like an organic thing (maybe someone else shoudl get it as organic are already pretty good)

How about triggers in addition to this? like in starcraft (easy to learn the normal ones) and other games too, where if you go to X then get Y ships. (i assume that is enough description for people who appear to know enough about that stuff to get what i mean). Better for roleplaying but coudl be used here. Only ideas now, maybe MM will surprise us with a scenario editor in GOLD? probably not but hey.

The X and Y triggers sound good too. Scenario crafting in SC/BW was very easy to do. That game was made about five years ago, and it still has a very active community.
