If you have Awe and Fear and can make armies rout just by sitting around, and you've got decent protection and HP and possibly regen, then I think you might usually be better off without the quickness.
Except for the specific case of the Wyrm that is, since it has such low encumberance that even a single casting of Summon Earthpower will cause it to recover from all melee fatigue each turn even when quickened.
