This is correct - they are considered "enemy". You must give the "Hold Fire" command once they are identified. I could have just made them "allied", but what's the fun in that?

Think of it as an ROE challenge. You know they are out there, but you don't know that they are "non-combatants" until you get eyes on them and verify - until then, all are hostile!
