The Holy resource is determined by the level of dominion you choose when you create your pretender god (the number of candles you give him under the "Dominion" option, along with the scales like Order, Productivity and so on). Your pretender's dominion level sets the maximum number of candles you can have in any province, the rate at which your candles are produced, and your holy resource.

You can increase your pretender's effective dominion level y 1 for every five temples you build - i.e. the maximum number of candles per province and your holy resource will increase by 1 (the rate at which your candles spread will not, oddly).

Note that the actual number of candles you have in your provinces in the game doesn't affect your holy resource at all - only the dominion level of your god and your number of temples makes any difference.
