SEV Question: How/Can you move a base?
Can a base be loaded into a freighter (assuming it has capacity to hold the base)?
I wanna move a few bases to Warpoints and things of the sort. Is this possible? Any special considerations in doing it?

No, not possible. The only way to have a starbase around a warppoint is to either have the warppoint on the same hex as a planet(unlikely) or to build it at the warppoint.
You can put a space yard on a ship, given that it's large enough.

In one of my current games I can't yet build Space Yard ships so instead I have warp point defense ships. Filled with defence and weapons but minmum engines to get them to the Warp point.

We have been requesting some means of one ship moving another (and so, by implications, a base) for a very long time. It is perfectly realistic, after all. Gigantic oil platforms are moved around by smaller vehicles, for example. So far, MM has not implemented this for us.

Tug boats might be implementable if the barge/base/crippled enemy ship/whatever were thought of as external cargo.
With an external cargo setup, it could be possible to decide how much a ship can "carry". There could be techs associated with tugging/pushing. Anything from a grappling hook, to a docking clamp, to tractor beams. And the tow tech could provide maneuverability mods, max-weight limits, and speed mods.
And if it were done well, then it might even be possible to mod in ships that separate into several componants during combat. Maybe a quick-release docking clamp tech. And if it were done poorly, it might be possible to do a quick hack job and just make it a mandatory that there is only one tow tech per ship.

The task was fairly simple to mod in SE4, just define a base as a ship, with the same maintenance bonus and tonnage as a base. Is the a simple, Is a Ship? flag available in SE5?

In SE4, you could just mod the base to be able to use engines. Probably doable in SE5 as well.
