First thing, the picklist folder has no relation with images. It is about telling the IA what to buy.
LBM pictures are in the Game Data\Pictures folder, and you can add pictures with any free number that is not used.
LBM files are named "PMxxxxx.lbm", 'xxxxx' being any number between 00000 and 65535.
Check which numbers are used using MOBhack or looking up the folder.
I don't know of a complete LBM list available anywhere, there are several thousands already. I have started referencing some of them for my own use, but I am in no way able to ID every single picture.

Yeah, I'd love to see a list of what every picture is myself. I can ID most of the USA (of course), Soviet, and stuff used by Vietnam or Iraq on sight but really don't know much at all about what the French for instance use.

Forget it, the LBM sets are a mess, there's duplications and pictures dotted all over the place. There's even some units that can not and won't be included in the game (such as the shielder).
If you had several thousand hours on hand you might be able to crunch through them.

Ok, but how can I inform the game that a specific unit must use a new picture?
Does the pictures have a maximal size? (:14ko?)

On the front of Mobhack is a button marked Help. If you press that and then search the help file on "LBM" you will find the info you need.
Also - search your graphics programme for help on its support of LBM format, and how to apply palettes.

[EDIT]: In the help screen they note that we must use "palettes" to edit pictures. But I don't understand how we can use it. Someone could explain me please?
(I should make many errors..)
