There used to be a trick in dom 2 to make that work if your baseline item requires only one magic path. It should still work in dom 3, but I haven´t tested it.
For example if you have an item that costs 5 water gems base game, you simply add another
#secondarypath 2
#secondarylevel 1
.
It then shows up in the game as "requires 5 water and 5 water" , and can still be forged by a level 1 mage, although it looks a bit strange.
