Scenarios in ATF do not. However, it does include allied forces which you do not control.

The ATF Power Toolkit, which installs with the latest patch for ATF, allows you to build maps.

I believe the game has a total of seven maps. You can also download the free Scenario Pack 1, which adds two more maps to ATF.

Yes. You can do both.

ATF only includes US and Soviet weapons. You can add any vehicles or organizations you want using the scenario editor. The other ATF engine games also add many more nationalities.
