Intel, R&D and resource extraction was how I read Mottlee's post.
That would be something like an Arcology or Large planned city type facility.
I'm not sure how well Intel and Pure Research would work together though... all you'd get out of it would be watch lasers, rocket launcher-in-a-pen, C-4 gum, and cars with parachutes in the trunk

Like the monolith does for the resorces 1 building getting all min, org and rad but will get R&D and Intel I do not know where the pics are to see IF there is one that would look good even

How about a "Data Hub", some sort of supercomputer/network backbone facility?
Enough data and processing power to support both activities.
Check in SE4\pictures\facilities, or download the imagemod for more selection.

 Sounds like a good name.....
on your P&N did notice the ship training facility tends to decrees the % per turn but does go to 20%
was this right or an oversite?

Quite intentional.
The more advanced the training, the longer it takes.
Your ships get boot camp in 3 months, but honing the skills of the elite takes much longer.
