One turn's worth still have its benefit, for player instead of his empire. Player may wish to build as many units as he could during this turn but some new designs next turn. This becomes very common since technology level is not static unless you build no research centers. Revising on all production lists of spaceyards could cost significant time.

That's where the new "upgrade all in queues" function comes in handy.

7. Added - "Upgrade Queues" button on the Designs window. This will upgrade one design to another throughout all of the empire's construction queues.

You still have the problem of the loss of nutrients and radioactives (if you're a minerals-heavy race) when you cancel the remaining construction.
