3.10 LA Tien-Chi Ceremonial Master bug

For some reason, the Ceremonial Masters in LA do not have any priest levels at all, nor do they have the fortunetelling ability. As of now, they are just a 50g sacred waste of space. Was this just a bug, or was the plan to be rid of them in the LA, but it just didn't happen?

Bug. The fortune teller issue is in the shortlist, but the H1 lack is not. I need to start updating the list right now before it piles up.
