Well, www.spaceempires.org is going to be a great site once content gets added by Hadrian. He's always working on some far flung project.
There's http://universalshipyards.tripod.com, has lots of shipsets and is currently in a redesign stage too.
Look for Atrocities on the board and click on his link, his site has lots of shipsets too. Andres Lescano has a site too.
Unfortunately, many of the other ones are outdated and unloved, but hopefully that will change soon with the release of gold.

I have been working on a site that is related to strategy and tactics. fourth revision, not happy with the look. I must say that it is a huge undertaking, considering the many different ways of playing this game. I've been playing to long to see the forrest fo the trees. the way I figure to have this site make any kind of use would be at least a dozen catagories, plus many sub-catagories below this. basically a full time job. I gave up after reaching 64 plus pages to organize (let alone content).

I suspect the slow response was mainly due to two things:
1) Gold hasn't been out long enough for people to set up sites specifically for it; AFAIK all the sites recommended so far were supporting SE IV before Gold was even announced.
2) The people who run the best sites are too modest to plug them themselves.

PBW is already set up for Gold, and in the process of setting up support for Gold mods.
