That would work, but this is one of the other nerfs with which I simply disagree - I've never found the undead horsemen to be so overpowering that it needed nerfing.
Now, MA Ermor *can* use those undead horsemen to propogate an already strong position - if you can get away with losing the research.
But there are lots of nations that can exploit early strength in a similar way.
