IT does seem bugged, I cast it multiple times with multiple casters, spent the water gems, got fatigues, but no sharks. this is with 2.15 too
My opponent cast Shark atack and sharks do seem to come from that, and are quite effective.

Sharks come after there's blood in the water. They appear in the sides of the battlefield, even from behind your enemy and from the sides, and continue doing so for the whole battle.
If no sharks appear at all, then it's bugged, but it isn't supposed to summon them instantly IIRC.

School of Sharks summons very small sharks (that are easy to miss), not the same big ones that Shark attack summons.

School of Sharks summons tiny little grey sharks around your opponent's location. They are so small you could easily miss seeing them in the water.
Shark Attack summons easy to see big sharks.
