  Sometimes it happens and sometimes it doesn't, it's very strange. One source of confusion - I don't think it ever happens with PBEM.
 Definitely safest to avoid doing it, in any case.

 So, given C'tis has staled something like 5 times, and is currently holding up the game, I see three possibilities.
 1) I can try to find a perma sub - this would require Argatha/Caelum to agree to stall our impending war for a turn or two for the sub to get his bearings.  This would probably be an exercise in futility anyway as I'm anticipating a fairly lopsided war.
 
 2) Set C'tis to AI and I can throw my lot in with Pangea/Arco which should make for an interesting fight considering the relative sizes of everyone.
 
 3) I can go AI as well.
 
 I'm not in a terribly strong position and don't have a strong preference one way or another, let me know what would make the most enjoyable game for all.

  Just to be clear - I've got nothing against a mass surrender, I'd just like to trot out some of my stuff first.
 I've got a major invasion of Mictlan scheduled for treaty expiration week, we've got all sorts of tartarians and things. These turns with the forge have been pretty involved and I want to test what I put together, at least a bit.

 After speaking with Thrawn and seriously looking at the map I'm going to concede to Caelum/Agartha and be putting Pangaea on AI after this next turn.
 Micah and DrP did an (expected) great job. I really appreciate Baalz's offer to join us against the C&A, but the thought of putting C'tis on AI was not attractive at all as I'd have to divert forces to contain the AI up there.
 
 As my first playing (either SP or MP) of Pangaea I made a few mistakes and probably would have done things differently. I probably also needed to coordinate and communicate with Thrawn better/more but playing in 4 games made this difficult.
