1. Politics (new treaties and wars come to effect)
2. Increase in resources.
3. Ship movement and combats.
4. Building and decreace in resources.
5. If you end up with more resouces than your empires max storage is, the excess vanishes.

That isn't from any manual, but I'm quite sure that things happen in that order. Please correct me if I'm wrong.

That order is only correct for simultaneous turns. It seems to be the same in Gold. I don't know if turn-based movement has changed. I only play simultaneos because that's that way for multiplayer games.

Each Time Zone is measured relative to Greenwich, England. There are both civilian designations which are typically three letter abbreviations (e.g. EST) for most time zones. In addition there are military designations. These use each letter of the alphabet (except 'J') and are known by their phonetic equivalent. E.G. Greenwich Mean Time (civilian) or Z = Zulu (military and aviation).

Something about this order incomplete with respect to enforcing max storage, because building a new storage facility will not cover excess production the turn the facility is built. I have had numerous cases where I had 50K storage and build a storage facility and the next turn, I started with 50K of a resource. I think you need a step 6: Storage
Levels are adjusted to reflect facility counts. I think you need a step 0 to reflect storage capacity for scrapping faciltiies (which happens immedately as you can build a different type that same turn).

LGM your are right about the new storage facilities. I think that has happened to me also. Intelligence is missing from the list. Does anyone have ideas where it should be in the list?

Intel is somewhere near the end. Definetly after combat occurs.
