 I've had it as well in a MP game. It would be nice if someone could reproduce the bug reliably in SP.
 I haven't looked at the sent files, but the files reproduces the bug at hosting they might be useful.

I have also experienced this bug which has costed me a few important battles.  I can add that scouts are able to sneak into the problematic neighboring provinces when the armies fail to travel.
 
KO: 
   Any chance we'll see map edit commands where province_A can only travel to province_B?  (one_way traveling)

If it was the last turn's orders where your army failed to move, can you please email 'info at illwinter.com' with the details of what your orders were?  Maybe that will help them fix the bug.

 I had it as well in MP games. Normally when moving big forces with lots of commanders. Maybe the stealth command changed to movement has something to do with the bug (in mixed forces) but really not sure and not tested. |

 I had it in a MP game.  It happened 4 turns in a row, to my main army, at a time where I was fighting (and winning) a three front war.  The last two times, I
 was paying very careful attention, and I was damn sure it was happening.  I left
 the game because of it.  At the time, I thought that R'lyeh's dominion was
 affecting my commanders as a bug (they did not have the insane icon, and they
 were in my dominion, but the dominion was R'lyeh's for a while)
 
 It was happening to all the commanders in the province, and just in that one
 province.

 |  It's a multiplayer game on llamaserver.  I don't have any .2h file except my own, and I don't have the ftherlnd file either.

Rlyeh insanity can turn your commander icon red for a turn, and you cannot give him an order in that turn.  If you can give your insane (but not red icon) commander an order, he will always carry it out.
 
Anyway, I hope it doesn't happen to us four times!  It's very hard to fight a war when your army can't move.

 |  This month I took out the one stealth unit that was mixed in with the rest, and sent him off into another province.  So I attacked with all regular forces.  And once again they did not move.  
 
It's tough to make progress in a war when your army ignores your orders.
