1) yes - any unspent repair points accumulate to a maximal value (to avoid overflows). A User Campaign may use these as part of the score (he who spends less in upgrading and repairing is the more skilled general), in a normal campaign any unspent points at the end are ignored.
2) In campaign games, the values for the player 2 points and air strikes are treated as XXX, even if the player fiddled with these on the preferences screen, since they are determined by the campaign code and
not preferences settings.
Setting the points in preferences for the initial purchase determines the maximum amount of build points available for your initial core buy
only. Any buy points you do not spend in the initial purchase are ignored.
Core Value + points
spent on support = X
AI Points = X * Battle type multiplier * AIADjustPercent multiplier
unspent support points for a battle - are ignored.
air strikes offered for each player - determined by campaign code, not preferences settings.
3) Toggle the different values and see, when setting up a campaign. e.g set to Hard - the screen tells you that repair is now -5%. So, you will get credited with only 95% of the repair points that normal would give you. (Game Guide, Playing a Campaign, "Campaign Difficulty Level" paragraph.
