Have you checked whether they are in radio contact with your Observer unit? Usually when one of my batteries or guns is not available that's the problem, or if they have been CB'd and are suppressed that will do it as well.

Also if they were moved in that turn they won't appear.

Good rule of thumb, depending for how good your opponent is, move them every two turns if they are firing. Leaving them in place can be costly. Forgot to move my Pz2000 Btty the other day and the EN dropped a minefield on my Btty and then a barrage of mortars. Now the direct effects were a bunch of damaged SPA's, but I lost my indirect fire support and couldn't move them. DOH!!
