Judging from the notes for the patch, it looks like the TDM races should work fine with it, it's just that they won't be setup to use the changes in Construction_Vehicles.txt and that units file.

So get the patch if you want 20000k ships and units and wait for the TDM patch to come out so those races can take advantages of the newer AI scripting features.
